In Hell, will anyone get a second chance to be saved during the Tribulation?

Does it say anywhere in the Bible what happens to the non-believers who go to Hell before the Tribulation? I’ve always thought during the Tribulation people would get a second chance to redeem themselves and be saved. Would all the unbelievers come back to earth during the Tribulation to get a second chance too?
