Pastor Jimmy I have wonder why Pastors and Christians are afraid to say that God sent the events you wrote about.
When I read 2Chr 7:13 the word that catches me is "I" that God states that HE is the one that sends these things. Different then when HE gave permission to Satan in the book of Job.
If we think these events are from Satan then we do not truly humble ourselves, repent, and turn! But instead we take authority over these things when we should be asking God to lift HIS hand. Even in seasons of God discipline and instruction I am thankful for His grace and mercy through Jesus that will sustain us.

That verse from what it says God is speaking to his children and the church the body of Christ has some repenting to do. Judgement begins in the house of the Lord. In some churches the Holy Spirit has no say so. In many they deny the baptism of Holy Spirit. We need Holy Spirit if we didn't Jesus would not have sent Him. We the church need to repent and ask Holy Spirit for His instructions. What is His will for this hour. Marching and petitions are not going to accomplish what true repentance and prayer can and will. Let's get on our face before God and pray and watch God move.

I believe that in Habakkuk 2:5 that Habakkuk sees God in the glory and power of His second coming using pestilence as one of the judgements and yet there is great hope as He comes for the salvation of His people v13. We can rejoice in the God of my salvation v18 as did Habakkuk.
